I purchased a used hitch with out directions. When looking under the car I understand that I will need to drill through the frame. The problem is that I don't see how I will be able to reach the top side. There has got to be a trade secret or something obvious that I'm missing. Advice is appreciated. Thanks
If I understand your question I think you're referring to how can you get the nut on the bolt on the top side of the frame. The hitch comes with a nut on a long rod. You fish the nut thru another hole in the frame over to the bolt hole and hold it there with the rod that is welded to the nut. Apparently, whoever sold you the hitch did not include those nuts.
Helpful hint:
Tie a piece of string or fishing line to the nuts before you start monkeying around inside the frame so when you knock it too far away from the hole you'll be able to pull it back to you.
How'd this all work out? I'll be installing a C5 hitch in the next few days and any hints are appreciated.
I'm doing the same thing, looking for tips. Looking at the electrical kit and the wiring diagrams in the chassis manual its not completely clear which wires go where (if I'm reading the diagrams correctly, turn and brake wires are the same colors)

you dropped one and spent an hour fishing it out of the frame
I did it too... tie fishing line to the bolt so you can push it and the plate up in the frame then pull it back through.
The directions say to cut 2 of the bumper tabs off... but you can just enlarge the holes, that's what I did.
We used safety wire and it worked out MINT for this. We were able to wiggle the bolts thru that plate and thru the hitch..without losing them...very good idea...thanks!
