I have an employee that received a ticket in the mail and he alerted me. BTW, the ticket was for 95 MPH ....>$300 fine! The ticket had his picture (face) plus the front and rear plates. Scary!
I believe 5 coats of clear laquer will reduce the quality of the plate. I can neither confirm nor deny whether this actually works or not. How about Zaino on the plate?

 wow, I did not realize they were doing that!!
I think these have been there for some time. They are there to monitor the flow of traffic so the traffic people know when to slow down the flow usually by turning on the meter light on the on ramps. :seeya
Since this technology is rapidly becoming more widespread, it's time to strike back! I would recommend either the Photo-Laser & Photo-Radar Defeating ÒSuper ProtectorÓ from On Track - $39.95, or 3M Light Control Film from Edmund Scientific - Matte Finish, 0¼ Louver Angle - #L52-386
I have the latter, which was designed for privacy viewing of computer monitors. With this, the plate looks normal from straight on, but at about 30 degrees off-axis, it becomes invisible. The On Track thing does the same, but it is pretty obvious that it is there.
