leak on pass kicker panel

leak on pass kicker panel
The panel to the right of your feet when your sitting on the pass side. I can see water drip down it when its raining, not alot, but enough to get the carpet damp.
I looked over the weatherstripping pretty good, wiped it all down, and couldnt find anything wrong.
I put a small bead of silicon around where the hinge meets the body.
I cleaned out all the drains, tubes, and whatnot 3 days ago. IT STILL LEAKS.
Am i missing something?
