Most guys start out with zip tie with a K&N filter or they just cut the factory air box cover for more air flow or you can buy some cheap air intake/filter combos or step up to a vararam (i love mine). Many choices and price ranges.
Next would I would open the exhaust up. Some do the quick bypass pipe to the muffler trick (I forget what they call it but someone will chime in) My 01 had this done before I bought it. It was only louder at 3/4 to full throttle - no performance gains - but very cheap. Or you can do a complete cat back system (find many used ones the forum). I went with a new Corsa Pace car and love it.
Ditch the runflats for some sticker and quieter tires.
New shifter - short throw.
The list goes one but if you want cheap the ones I listed will help some but not worth big HP. It take money to get any real gains out of your vette. I have spent at least $2k on bolt ons and noticed an improvement. It all depends on what he wants and how much $$ he is willing to part with.
The absolute first mod is the column lock bypass (CLB)
Since it is a manual the second should be a computer assistend gears shift (CAGS) eliminator. This eliminates the solenoid lockout of 2nd gear at low rpms.
The only cheapie is the air intake. To get real gains you need to upgrade your cam, gears, or get headers. NOS is also good for gains. Dont waste time or $$ on the little mods, you will not feel them in the SOTP.

I disagree with the part of "Don’t waste your time ... and you will not feel them in the SOTP" part. While the major gains do come with the cam, gears and headers - I have seen great results with my Vararam, smooth coupler, larger air bridge, ported TB, Predator programmer, Corsa Cat back and x pipe. I can definitely feel the extra power and it sound great! I also feel that if your going with head/cam/LT headers or nos that you need a good air intake and exhaust to maximize your mods. HP wise I may have only realized 25 or 35 (hopefully more at higher speeds with vararam) but I feel it was worth it. I never has raced my car but I would think with my mods (and from what I have read on the forum) that I would have knocked off 4 to 5 10ths in the quarter and 4 to 5 10ths form zero to 60 as well. (don’t forget my vararam is a big part of my assumption).
Its all in what you want out of your vette and how much $$ your willing to part with. I could have picked up a used vararam and used cat back for around $650 shipped. And used predator for $150 or so. If I had to buy my parts again I think I would buy all of them used from the forum and spend the extra on gears or new rims/tires.
