If you weld it , you need to use some sort of heat sink to prevent the rubber parts from melting. I would use a wet rag wrapped around the metal where it contacts the rubber. Secondly, I suggest that you weld it with a tig welder and add a backing plate to reinforce the repair. Whoever welds it must have the skill to weld thin material.
One other suggestion is to rivet a new bracket along side the original. That may be the easiest repair to do.

I have went with out one before and you will definitely notice a increase in temps during the hot weather. I noticed it most while driving in "in town" conditions, while out on the open highway there seems to be enough air flow getting pushed to the radiator and it cools fine. But around town with the AC on, you will need that piece for proper cooling.

how much is a new piece, do you have the GM part number by chance?
sorry, I dont remember the price or PN, I bought mine from Vette2Vette corvette salvage several years ago and havent inquired for a new one to replace the now broken one.
