Not exactly, turn it cc about 3/4 of a turn it should start to drain if you turn it to far you'll break the tank and have to replace the radiator.

Look at the drain plug closely before you start twisting on it.
There is a metal pin that fits in a slot. If you want to remove the plug completely, you have to turn the plug to the left until it lines up with the slot perpendicular to the radiator.
You can turn it past that slot, and the radiator drain will open, but you will not be able to remove the plug.
I usually turn it just far enough to line the pin up with the slot, and wiggle it out until I get a good flow from the radiator.
