According to some guy who works at the local speed shop higher gears=lower RWHP for some reason. I'm not sure how good of a sorce he is. I'm also not sure exactly why this is the case but if someone else does please enlighten me. The torque converter wouldn't make any difference in RWHP because they run the dyno in 3rd gear and it would be locked up. They will both make a SOTP difference though.

If the converter is more efficient than the stock one then absolutely it can increase HP. It will also increase torque depending on the multiplication factor.
