Default Highbeams will not come on

Started out with no headlamps and would not flip up. Replaced the headlight stalk (multifuntion switch). Lights now flip up and have low beams and flash to pass, but no highbeams. The headlamp actuator control module has been replaced and all grounds appear to be clean, dry, and good. I'm at my wits end, anyone out there ave any ideas?

I don't have access to my service manuals right now, but I believe the issue is in the high beam circuit, possibly the ground got disconnected. The Headlight Control Module only controls the motors to raise/lower the headlights.

Check the ground connection behind the headlights on the frame rail. If you have a Digital Multi Meter, you can check if the highbeams are getting power by unplugging the connector behind the headlight and seeing if the highbeam wire is getting 12V when the switch is set to highbeams. If it is, then the ground is likely the problem. If it's not, then the problem is upstream towards the headlight stalk switch.

Disconnect connector C209.
Connect a fused jumper wire in the harness side connector C209, between terminals W and K.
Do the high beam headlamps illuminate?

Go to Step 4
Go to Step 3

Remove one of the high beam headlamp fuses.
HDHIBML MiniFuse® #12
HDHIBMR MiniFuse® #9
Connect a DMM from the fuse terminal B in the underhood electrical center, to the harness side connector C209 terminal K.
Measure the resistance of circuit 11.
Is the resistance within specified values.
0-2 ohms
Go to Step 5
Go to Headlamps Inoperative - One Lamp

Replace the headlamp switch. Refer to Multifunction Turn Signal Lever Replacement - On Vehicle .

Is the repair complete?

Go to Step 6

Repair the open or high resistance in circuit 11.

Is the repair complete?
--
Go to Step 6

Clear any DTCs which may have set. Refer to Diagnostic Trouble Code (DTC) Clearing .
Operate the system in order to verify the repair.
Did you correct the condition?

Go to Diagnostic System Check - Lighting Systems
