You need someone with a Tech2 to alter BCM parameters. It would help if you posted where in the world you are located.
If you are talking about programming a "blank" BCM, I believe you will need a dealer as the Tech2 needs to connect to the GM Techline system to get the correct software for the BCM.

Robert - are you talking bench tune, as in bench tuning the computer after installing heads, cam, etc????? (I know you didn't do these mods, but is that the type of "bench tuning" you are referring to?) - If so, I've had good luck w/ Doug Rippie Motorsports in Buffalo, Minnesota - fact, when I get up and running they are gonna dyno my car - try them if we are talking about the same kind of "bench tune"

I know plenty of shops have the ability and software to tune the PCM what I'm looking for is a shop that has the ability to program the BCM, the BCM is where all of the cars systems are run, programming involves setting up all of the cars RPO codes and such for example I put power on my car and since the BCM is not programmed it automatically goes to a default state and 1 fault that is coming up is column lock, well 04 Corvettes with auto trans don't have column lock so that needs to be deactivated in the BCM and thats just 1 parameter

Tech2 is the only device I know of that can alter the RPO codes in the BCM. It also sets the Vehicles VIN in the BCM and synchronizes the BCM with other computers in the car such as the SDM. There are people other than the dealer who have them, but because of the price, not many individuals own them.
A dealer, from what I understand, hooks the Tech2 to a PC connected to the GM Techline system .... enters the VIN for your vehicle, and selects the option to program the BCM. Techline downloads all the "factory" settings for your vehicle and the Tech2 is then hooked to your car to set the "correct" option settings. Obviously if you have changed certain settings (such as turning on/off the Tire Pressure Monitor system) they then need to be manually reset.
Also, the Tech2 is used to tell the PCM that there is a new BCM installed and they then "synchronize" on a new security password for the engine start sequence.
