3rd time steering colum locked up!!!!
1. How would you guys handle the dealer with the safety recall? If memory serves me correctly there were multiple safety recalls for this.
2. Does the theft recovery status of the car change anything.
Ps. I live in Pennsylvania if that helps...

As always, a bad situation can be made worse by an indifferent dealer,
and it looks like that what's you've got.
The dealer is correct that once a recall has been applied, it's done,
and since the car is (I'm guessing) out of warranty, they don't have
any *obligation* to do anything more.
I'd get the car towed home, order a CLB, and undo the recall, as
mentioned in the sticky article:

In particular, look for the two sections, a goodly ways down, labelled:
"I had the recall done and now after a few weeks my car is getting the dreaded “Service Column Lock” error message"
and
"For MN6/M12 cars what can I do if this situation occurs?"

2. Fuel shut off
Fuel shutoff is a safety issue. It can be programmed out of service in the control module.
GM fixed mine free last week while out of warranty.
