You could try and raise the light yourself. There is a round rubber cap off to the side of the headlight under the hood. Take the cap off and turn it manually and see if that works.
Otherwise I agree with above. A nice set of brass gears will last the life of the car.

I had a similar problem w/ my 98 and just got some brass gears from Rodney Dickman's (262)835-9575 for under $100. Came w/ good instructions and gasgets and grease. Pretty easy to install yourself as long as you don't have Popeye forearms.
