2 concerns!!
Also recently I have noticed when the vehicle is parked , it is hard to disengage park and shift into a gear (auto trans), its like the button doesnt want to push all the way down, I suspect linkage, never have a problem shifting while driving , just getting out of park sometimes.

If the voltage is lower with the engine running, it means that the battery is fully charged. If is still 13 volts with the engine off, then the battery should still be good. A battery is only supposed to put out 12 volts. If it is ever less than 12 volts, you've got problems.
When you have trouble getting your car out of park, is it on a hill? Looks like the car in the picture is parked on a hill.
The parking pawl in the transmission could be binding if the weight of the car rolls against the transmission in park. Try putting on the parking brake before you put the transmission in park if on an incline.
