If a car has a California Emissions title but is not going to be registered or used in California, would it still legally be bound by the laws regarding not being able to do mods to the intake and exhaust?
not unless you plan to sell it as a california emission vehicle in california later.
I think the only time a mod can hurt you with emissions is when you go for the test and don't pass...if you pass, no prob. :chevy just my .02
You're good to go. As they say in the ads, "Not legal for sale or use on emission controlled vehicles in California." If you're not in California, it's not a problem. You just gotta deal with YOUR laws, not ours.
I'll let you in on a secret--nobody in California pays attention to that stuff. We put all sorts of mods on our cars and they almost always pass the smog tests. When they don't, a little bit of the folding persuader usually takes care of things.... ;)
In Calif the analysis machine is hooked up to the DMV computer. They don't check to see if you have all the smog equipment as long as it passes the test is all that the tester looks for. They do have a pre-test to see if it will pass for a fee, but the one for the smog cert I don't think can be tweaked plus in L.A. county it goes on the dyno as part of the test. If the car is from out of state or is past a certain year there is a set amount of money that they can charge to bring it into compliance, but if the smog equipment has been altered there is no limit to the amount that you will have to pay to bring it into compliance. I suppose the only way around this is to pay off the tester and have a stock C5 do the test and have your VIN entered into the computer.
As far as altering the smog emission equipment if it isn't going to be registered in Calif how would any other state know it didn't meet Calif emissions? If you sell it to someone and they bring it into Calif to register it well then its their problem I suppose. :seeya
Here on the East coast to trade, the dealers ask specific questions about mods and you are required to declare and sign a paper attesting to same, my 2000 didnt have any mods so it was straight forward, dont know what would have happened if it had intake/exhaust mods etc, suspect it would have cost me to return the vehicle to stock condition, another way to get your money, I am not sure, a lot of folks are afraid of a car that has performance mods, leads them to believe it has been run hard, just FWIW.
