What data is it that you want to read? If it is PCM data, then a tool such as an AutoTap ( see: http://www.autotap.com/ ) combined with PC software such as EFILive (available on the AutoTap site) will let you read and alter PCM data/tables/etc.
If you are looking to read/alter data from other computers in the car, such as the BCM or SDM, then the Tech2 is the only tool out there that can do it.
The Tech2 may seem overpriced to you, but given that an auto dealer or service shop can use it for diagnostics, reflashing computers, and many other functions on any GM (and some other brands) vehicle made since about 1993 ... it is a very powerful tool. It is, in essence, a hand held computer that can log data to a PCMCIA memory card, can be updated whenever a new Model Year or vehicle comes out by connecting it to the GM TIS system, and can service any computer module in the car.
