Steering Rack going downhill???

Depends what you mean by giving out. Some racks leak others will give you power steering in short bursts (Turning wheel will be hard/easy in spurts) when they are cold and as they get worse the lack of steering becomes more frequent.

If you're feeling play in the wheel, search for "pinch bolt".
If you're hearing growling, or the steering effort seems to change
while turning the wheel, it could be the pump.
