Well I got my new motor today and it didnt fix anything. It looks like the motor keeps rotating after the headlight is completely down and now i think it will keep going after it completly up!

Not sure, but maybe the motor needs to 'sense' a load on it when the headlight gets to the end of its travel in order to shut off. Try putting the new motor in and see how it operates.
What's that other connector on the motor assy for? ... maybe it needs to be plugged in for correct operation.
THe motor needs to feel load to stop. inside of the motor is plastic (nylon) gear. after plenty of wear the teeth start to thin out and break. You can simply fix this by removing the gear and turning it 180* from where it was set. This will give you basically brand new gears for awhile. Replace the old motor with the new one and you should be golden. Instead of tossing your motor... keep it and order a CNC brass gear and replace it so when the motor goes out later you have a new motor on hand that won't fail again.
If this doesn't help. Please post video of it installed.
The other problems that could exsist if it's not in the motor are of 2. Both of which are far less likely than the motor but we've all seen weird things right..

The ground would not likely cause the problems your are having and the light modual is' pretty hard to mess up is my understanding...
