My stock TB has a little of the same. Prolly part of the casting process. Have you noticed it getting worse over time? Mine looks the same since I got it.
It should be easy to remove with some sand paper. Go up grades until 600 then polish if you like. I would'nt worry about damaging anything as long as you work on the exterior. You could also soften the transition to the butterfly on the inside, too... :)

It'd be a nice afternoon project. :yesnod:

When you inspect the inside of the TB, you'll notice an abrupt lip/transition right before the butterfly. It's at the end of the kneck-down... Smoothing it out will decrease turbulence and increase airflow a bit. It's a small change but they all add up. This is one of the steps that is done when porting a stock TB. Hope this helped.

That aluminum is coated to keep it from corroding. If you sand on it you will remove that coating and be exposing raw aluminum to the elements and then it will start pitting and corroding with the white powder in no time at all. If you have any air tools a 90 degree high speed with a scotch brite pad would make it shine like a mirror. Anyway, if you decide to sand or buff it out you will need to alodine it, paint it, or treat it with something to keep that from happening. It would probably be better to do what some of the others have done and cover it with some dress-up plate or something.
