Headlights
Just read all the headlight issues but my problem seems to be somewhat different. They refuse to open while driving, at an speed. They operate normally while the car is stationary. If I stop the car, turn off the ignition and turn on the headlights, they work properly. Any ideas what to look for in troubleshooting?

OK, just to be clear, they work while the ignition is off, but they
don't work with the engine running, even if the car is not moving?
I think the distinction is important. There are a large number of
relays that are not operating when the car is off. DRLs come to
mind, but there are several others.
My first guess would be that there are ground or short issues
that are causing the main headlight relays to not ground
properly while the car is running.
