Well I am not sure what year your car is, But my 99 has the same problem except it is 1-4 that doesn't work and 5 does. On mine there are two control modules, one for 1-4, and one for 5. The one that controls 1-4 went out. I just haven't gotten around to fixing it yet. Hope this helps

If you have manual system (option C60) more than likely it's the resistor that is in the duct housing on the passenger side.
Haven't fooled around with the climate control system.

If your system is manual it most likely is the resistor, which is located next to the blower. It is not hard to change just a pita to get to. It is about $30 from a forum vendor.

I am having the same problem with the HVAC blower only working on 5. Talked to the dealer and there is a TSB on this. Unfortunately it just walks through steps to troubleshoot the problem. He walked through a couple of the steps. I think they were:
Step 1: Replace blower (motor only I think.)
Step 2: Replace control board (for the blower - no idea where it is)
Didn't make it past that. Hope it helps.

I just got confirmation that it was the resistor that caused this issue. They also found some debris in the blower (probably leaves from previous owner.) This may have caused the problem.
