you have a few options.
04 c5 z06 shocks
c6 z06 shocks
bilstein
coilovers
personally if you want to go lower than the bilstein or coilovers would probably be the best bet. I have lg coilovers and the car is nice and low. It is somewhat of a pain on bumpy streets, but nothing too bad. On the highway it is like riding on glass. On the track they are really sweet.

Koni FSDs, are supposed to be very good with lowered cars. Less harsh than stock, and better control. Of course, also less than half the cost of coilovers, unless you're going to change the springs, too.
