I believe what you are thinking of is a coilover type suspension,
with adjustable spring perches. These allow you to adjust the
ride height, but they're not really going to buy you anything
different than what you've done with the stock adjusters.
I think you'll also find that if you raise the car back up, the
wheels will still stick out past the fenders the same amount -
the static geometry of the suspension doesn't change with
lowering. It may just look like they stick out a little less
because there is more space between the bottom of the
fender and the top of the wheel.
The root cause of the problem is that the wheels either have
the wrong offset, or they're just too damn wide for the
stock fenders.
