2001 Polished Wheels. I'm not sure how to take the wheel on and off. Are the lug nuts you see on the wheel plastic? I guess you screw them out and then take the lugs out. Why are there 4 additional lugs in that plastic bag in the trunk?

You unscrew the plastic lug nut covers and once you have them off, you will find the metal lug nuts.
The factory ships the car to the dealer with 5 regular lug nuts on each wheel. When the dealer preps the car, he takes one lug nut off each wheel, installs one locking nut on each wheel and then installs the plastic covers.
Some dealers throw away the 4 extra regular lug nuts, others , as your's did, leave them in the car. You should also have the tool to remove the locking lug nuts.
One more thing - check those 4 lug nuts you have. Make sure they are the regular ones, not the locking ones, in the event your dealer did not install the locking ones.
CAUTION: When you reinstall the plastic covers, tighten them snugly, but do not overtighten them or they might crack.
For the polished wheels, anyone got pics of the "chrome" colored lug nut covers on their wheels and the black lug nut covers on their wheels? I have the polished wheels with the gray covers and I am thinking of changing to one of the other colors. Your help, as always, is appreciated. :chevy

Sorry, no pictures. However, I have the plastic chrome lug nut covers on my polished wheels. Even they are chrome and the wheels are polished, the match is pretty good. Switching to the chrome lug nut covers is the first appearance mod I made. I hated the look of the grey covers. I am very pleased with the chrome ones.
The only other chrome option I have heard of is using McGuard chrome lug nuts, 4 per whell plus McGuard locking lug nut, 1 per wheel. I do not know what they cost, but they are definitely more expensive than the $40 I paid from West Coast Corvettes.
I saw them on a car that had chrome wheels, I was just hoping to have pictures to compare, here...thanks for your response...I think I will get 'em.  :chevy
