My wife's 97 should be called in very soon for emissions. I'm confused, will it be a roll on test or they will it be a test by plug in the computer under the dash because I thought all OBDII's are now going to be tested that way?
Depends on the state. In CT they use the CAL 2000 standard which requires a rolling/dyno test where the car's emissions are tested under load.
Two hints when you go: 1st, a car which passes a rolling test will do so quickly, such that it isn't on the rollers for much more than 30 seconds. Failing cars stay on the rollers longer.
2nd, run the car hard for 5 minutes or so (full throttle/high revs) just before you drive it in to the emissions station. Almost any car will pass if you go through that procedure first.
