The number represents the stall speed (the speed at which the transmission and engine "lock up" and there is no more slippage) of a particular torque converter.
What the aftermarket converter does is "slip" your engine up into a higher rpm range which keeps it in it's power band over a longer period of time. The converter also multiplies torque which also greatly benefits your performance.

For an excellent source of information on torque converters, what they do, and how they do it, visit the Yank Converter site at http://www.converter.cc/
