Default Steering effort changes drastically at idle

This one has me baffled. I replaced my steering rack last month. The steering felt normal for about two weeks. This morning, I took the car out, and on a slow turn with the engine back at idle RPM, the steering effort went up dramatically - took two hands to get the car around the corner. As long as the RPM was high, the steering felt normal, so I figured it was the pump starting to go. I was able to replicate the heavy steering on two more short trips with the car. This evening, I started the car up and now the steering is back to feeling normal even when the engine is at idle. The PS pump has never made any strange noises throughout all of this. Any ideas?

air trapped in your system? Did you start it up and turn your wheels from lock to lock 20 times after replacing your rack or bleed the system somehow?

I did. Fluid is topped off and belt looks good.
