Yes. IIRC, several do and it seems like TByrne, Corvette Garage or Thunder Racing come to mind.
BTW, the brand name is Powerbond (not Powerband). Might try a search too.

Update: Just did a quick search under "Powerbond" and New Era and 21st Century Muscle Cars carry them. I'm sure there are more. Shop the various vendors for the best price. BTW, I'm using their 25% underdrive and so far so good, plus it being keyed to my Callies crank snout is always good too. You can of course use it without pinning/keying too if you like.
