Does it have any DTC's? Like maybe a B1018 or B1024?

You should still check for current DTC’s. There are many reasons to set off the air bag light. Trouble codes may help narrow it down.

When I search SDM in the manual, this is what comes up.

Latched DTC B1018, B1024 Notice (SDM-RSD)

Notice
When DTC B1018 or B1024 has been set it is necessary to replace the inflatable restraint Sensing and Diagnostic Module (SDM). Setting DTC B1018 or B1024 will also cause DTC B1071 to set. When a scan tool clear codes command is issued and the malfunction is no longer present, DTC B1018 or B1024 and DTC B1071 will remain current. Make sure that the short to ground condition is repaired prior to installing a replacement SDM to avoid damaging the SDM.

B1061 ???

That is listed as a Lamp Circuit Failure in my list .... a B1071 is listed as "Internal SDM Failure" ..... which means the SDM has to be replaced. The SDM controls the SIR (airbag) system. When the SDM is replaced it needs to be programmed with a Tech2 so that it recognizes the VIN with the PCM and the PROM_ID with the BCM. If it is not programmed properly a DTC B1001 will set and your SIR system will remain disabled until the programming is fixed.

A new SDM will probably cost (just the part) about $350 (or more) so if the dealer is quoting $376.00 to do the work, that's not bad ... but if that quote is for "more diagnostics" then I'd find another shop ... a B1071 doesn't really need "more diagnostics" unless the dealer is concerned that something external to the SDM caused the failure, and is afraid a new one will fail if the external problem isn't fixed.

When you dis-assembled the dash, did you remove the SDM ??? Maybe drop it ??? That would account for its failure.

The 2000 cluster should not be the problem. The fact you get a NO COMM message when you run the diagnostic on the DIC from the SDM says that you have a problem with the SIR system. Removing the light will hide the problem, but it won't fix it. You currently have no airbag system working in your car. If you don't mind not having the system, that's OK, but remember when you sell the car you will probably need to fix the problem.
