What vendors or even a private entity can paint a plastic piece in a Carbon fiber weave pattern?

A good airbrush artist might be able to duplicate the look, but it'll be expensive.
Another option might be to find a graphics shop that could duplicate carbon fiber onto a vinyl "wrap" for the item you want finished. Race cars are frequently completely vinyl wrapped instead of painting. The hood on a Z16 has simulated carbon fiber vinyl stripes on top of the actual painted carbon fiber oem hood.
A better alternative might be to find a company who can apply a hydrographic clear-coat process for a high-definition carbon fiber appearance. It's the same process used by most manufacturers with various wood grains, carbon fiber or brushed aluminum finishes on automotive dashboards, consoles and door panels. It's basically a water soluble "decal" process that is then coated with a clear top coat for durability and gloss finish.
Use keywords "hydrographic clear coat process, carbon fiber" on the internet and see what you come up with.

Go to their homepage and scroll down to "custom coatings"...at the bottom are images of the coatings that particular company offers. It is not inexpensive, either.
