I know of no inertia fuel cutoff. If GM recalled your column lock problem, they may have programed a 2 mph fuel cutoff IF the k harness malfunctions (manual transmission only), in this case your DIC would show "SERVICE COLUMN LOCK".
Are you having a problem?

I know on other cars there is an inertia switch for when a car gets into an accident it kills the fuel pump. I was planning on tapping into the harness and adding a hidden switch so when I leave the car I can kill the fuel pump in case somebody tries to steal it.

Your manual car has a clutch switch, tap into this. No one will be able to start car. Won't throw any codes either, the car will think you just have not depressed your clutch pedal to start.
