First thing to do is go to http://www.tigerdirect.com. On their home page they have a really, really small PC for $499. Has a 1Ghz Celeron and 10GB HD. You can install Windows or Linux on it. You might be able to get some software/hardware that will allow you to control motors via serial port. Hook up the Lego Mastermind kit to it! That would be cool.

With a laptop you could get an autotap and plug into the OBDII port. This will allow you to see a lot of what is going on with the car. This is especially useful for tuning. See http://www.autotap.com for more info.
