No Heat!!!

No Heat!!!
Before I take my '99 to the dealer, I thought that I would ask if anyone on the forum has experienced this problem:
Heater was working fine a few weeks ago and then we had a 70 degree day. I turned the temp control to blue and switched on the air to lubricate the seals and get a little cool air. Everything was fine until it got into the 20's last week. I moved the temp control to red and no heat. Coolant temp is 198 degrees but nothing coming into the cabin. Is there an electronic valve that controls the flow of coolant into the heater core? Or is my temperature control (blue/red ****) defective?
Any help would be appreciated.

something similar to your issue, i get not heat on the first 2 settings on my dial but "3" blows pretty well as well as 4 & 5 but squeek like a hamster wheel 
I get not heat from 1 or 2. 
The a/c is another story, all settings work as they should.
