Default P1416 woes continue... I need help

I've been battling the P1416 code, which has kept me from passing smog. In the past month I have:
1) Replaced the passenger side check valve (http://forums.corvetteforum.com/show....php?t=1955977
2) Replaced the front O2 sensors
3) Replaced the rear O2 sensors

The P1416 code persists, along with an intermittent P0430 code (low cat efficiency) -- so could these two be related? I'm going to replace the drivers side check valve today, although I doubt it's going to help, it's easy and I already have the check valve.

Any thoughts on the matter? New O2s front and rear, new check valve, P1416 still happens.

Check the pump.
disconnect the hose at the driver side check valve.
start the car and put your thumb over the hose
you should feel air pressure. no exhaust should come out of the check valve.
If the pump is not working check the fuse and connections at pump.
I don't see headers on your car, if the pump is good I would look at the tune.
I had similar problem but with headers, tune was good
I replaced valves and that code went away. I still had the slow response on the O2's and I modified the o2's

note that my rear o2's are tuned off in the tune.

I almost wonder if it has to do with the relocation. You sure the lines aren't clogged?

I've replaced that blasted valve twice. But kept it in the OEM place. so far so good.

I'm going to check that today after work. There are no kinks in the hose, and I blew through the check valve prior to installation. I'm going to disconnect the AIR tube where it's bolted to the passenger side header pipe and make sure it's not filled with carbon deposits. If that doesn't work I'll swap the O2 sensors.
