if it is like the 99, you unscrew and pull down the lower cover below bumper and reach up to gain access. a little hard to see but i am no wrench and and that is how i got to it to change. be careful that you get the new bulb in tight because it may feel tight but it is not fully seated

bluevette79 describes one way, you can also get to it from above if you're real careful and take off the cover around the headlight. to get the bulb out there's a tab to depress and then it turns. sometimes they are hard to depress so be careful....
