Traction control would be my guess. The first time I launched mine I had the traction control on and it bogged and I was like wtf. Solved the problem by turning it off. If traction control was off then I have no clue.
Take a look at the PVC valve to intake connection tube. Especially look on the bottom of it for holes. I had this problem and the holes were not obvious.
I guess my answer was a little too obvious, haha. I probably should have noticed he has been a member for awhile. OP let us know what it turns out to be.

exactly what does this do and how does it affect throttle response?
I had a similar problem last year. It turned out to be the piece of foam tap around the base of the air filter housing, oval section, got sucked into the descreened maf. If I drove normal there was no issues but as soon as I jumped on it the suction would pull the tape up causing it to cover one of the resistors inside the maf causing the vette to stutter and hesitate.

It creates a huge vacuum leak and since its past the MAF, the engine goes lean real bad. On mine when I found it, the top visible area of the hose looked just fine. The bottom of it was partially collapsed with two holes in it, one large and one small one.
