I'm pretty sure it was held down by the intake manifold bolts, but I can't recall which one it was suppoed to be under and what it's function was. Anyone know?

Looks similar to the ground strap for the fuel rail. My '04 has one that looks similar on the pass side under the rear bolt for the fuel rail. It goes from the fuel rail mounting stud to the manifold bolt next to it. On mine the bolt holes are not 90deg from each other though, they are in the same plane. Hope this helps.
p.s. Did it get bent? It looks like the tab on the right in your pic needs to be pushed away 90 degrees.
