You are correct the factory service manual indicates to replace the caliper bolts. I re-use mine. I simply remove them way to often to keep replacing them. One of the reasons the factory instructs you to replace them is due to the new bolts come with the thread locker already applied. I clean mine throughly and apply high temp medium Loctite thread locker. The bolts appear to be stainless to me and don't appear to be torque to yield. I haven't had any failures or found any loose attachments. Perhaps it's ok to reuse or perhaps I'm simply lucky. Hopefully someone here will know for certain.
Because it's easier for the GM service techs to just replace the bolts than to spend 3-5 minutes per bolt to clean them properly, and they just pass the marked-up cost of the bolts to the consumer...

So, the price will depend on what you are changing. If replacing brake pads with factory kit, then you get two of the caliper to bracket bolts included, you shouldnt' need any extra then since you only remove one bolt to change the pads. If you are replacing the rotors as well then you need the caliper to spindle bolts.

Wow when I called Advance auto parts he told me 36 for the front and 24 for the rears. I hope he was quoting me pad prices by accident.
