Went to dealer to have them use the Teck2 in order to turn the twilight function to off and they tried but said there was no option to turn it off. I said others appear to be successful but they said they wasn't able to do it.
I can't turn it off using the DIC configuration either. I have pulled the #44 fuse which is a temporary fix, any ideas on what next to try?

Must be a Canadian car, wonder how it ended up in Arizona?
I turned off Twilight Sentinel by using the DIC "options" button.
Just scroll down to "Twilight Sentinel" with "Options",and then press "Reset".
The DIC should now display "Twilight Sentinel Off".
If you're talking about the Daytime Running Lamps, they can not be turned off from the DIC.
As I understand it the twilight function was mandatory on Canadian cars and can't be turned off using the DIC, unlike U.S. cars. I'm glad I imported my car from the States - I can turn the danged thing off and have an oil pressure gauge that reads foot lbs. instead of kilopascals.

If the main issue is the lights go up in the garage and then down when out driving in the day here is a solution. The car thinks it is dark when you start it becuse you are in the garage. If you use a garage door opener get a flood light with a 6 foot (2 meter to you guys) cord. Get one of those things that screws in the socket for the garage door light bulb. Place the flood light directly over the car so when you open the garage door it tells the car it is day and the lights don't go up. Also could more easil position your car coming in seeing the light overhead shine in.
Anyone know the precise location of the sensor to position the light over?
