You can place anything you want over the VIN plate, but it might draw suspicion from a LEO if you were stopped or parked somewhere. The latter situation could be probable cause to justify a stop. Most LEOs routinely compare your registration/insurance to the VIN.
Simply remove it for those occurrences ( ) and/or explain the reason to the officer.
The manufacturers VIN cannot be altered in any manner, but temporarily covering it shouldn't be an issue in any state.
To be certain of this, you should read and understand the statutes in your state.

Dealers will not issue a duplicate key unless you provide both photo ID and proof of ownership (the "pink slip" here in CA ... even though it is no longer pink) for the vehicle. They are pretty tough aabout this. My neighbor tried to order a duplicate key from a dealer (Lexus) by email as they sell the keys cheaper than the local dealer. They would not send the key, even though it was going to the address listed in the Lexus database, without my neighbor faxing a copy of his driver's license and pink slip.
Not sure what else someone could use your VIN for ..... your license plate is equally vulnerable, and you can't cover that.

That was my original intent... but to cover it, you'd have to tape over the windshield as there's no way to get to it without removing the windshield. Probably no big deal, altho' I do cover it on my other high ender. (minivan) Thanks for the replies, guys.
i got a piece of black vinyl that decal shops used (gave it to me from scrap). and adhered it to the inside of the glass. took all of 30 sec, and blends in with the blacked out part of the glass, now its invisible.
An 8.5" by 11" sheet of paper works great. Just slide it over the vin whenever you want, and remove it whenever you want. Very easy. As a matter-of-fact, it's the easiest mod I've ever done. And the cheapest, too.
