Usually they dim at night because the orange glow would be too bright for nighttime otherwise. They only dim when the headlights or parking/foglights are on. Other than driving at night with your headlights off (not recommended) I don't see any other way to do this other than rewiring the relay for your parking/signal lights so it is independent of your headlights. I haven't seen anyone do what you have described yet; I don't think there is much demand for it.
I have seen them disabled completely though so they are always off unless you are signaling, but it's probably not what you want. Good luck.
