Default CL problem and fuel shut-off

A C5 with the lock plate removed and a fuel shut-off everytime I start the car and try to move it.A CLB should fix the problem but what about the "pin"?A CLB cannot be installed if the "pin" is still "out"...that's what i've heard.Anybody can help me out here..

The CLB comes with a "tool" to unlock (pull in) the pin. The tool is an adapter for the cigarette lighter .... two wires from the adapter .... and then a connector that can connect to the lock motor and run the motor to pull "in" the pin.

The "kit" is in the upper part of the picture.

Once the lock pin is withdrawn, the "kit" can be disconnected and thrown away. The CLB is installed and HOPEFULLY" you will never have to worry about your column lock EVER again.

If you have a CLB that doesn't have the "kit" .... go here for instructions for getting the car's own system to unlock the pin.

This is also a useful thread as he details very well how to do the install (panel removal, etc.) ....

Many find it is easier to remove the console ..... then the bezel that surrounds the radio, A/C, and shifter .... then remove the knee bolster (that's the sequence the Service Manual recommends) ..... let us know if you need instructions for removing the panels .....

Thanks sofar,no need for instructions of the panel removing.
I just ordered a kit but do not know if the cigarette lighter adapter is included(in some they are and in some they are not).As i said the lock plate is already removed so I guess that shaking with the steering wheel will NOT unlock it.....so what is the way to unlock it??

If you are sure the lockplate has been removed (the column does not lock), then there is no need to worry about retracting the actuator pin, since there is no plate for the pin to engage.
When they say you cannot install the CLB with the column in the locked position, they are assuming the lockplate is still in place.
You still need a CLB or the GM harness relay to send the correct signal back to the BCM to keep if from cutting the fuel.
If the actuator still works, you might still want to cycle it to the unlocked, or retracted position just to make you feel better. If you do not have the lighter adapter cord, you can connect the actuator with the stock wiring, turn the key "ON", let the actuator cycle to the unlocked position, then disconnect the battery. Then you can disconnect the actuator, install the CLB, and reconnect the battery.
