How does DIC calculate mileage?

Today I tried something.
In decel in 5th gear, the DIC showed about 32.
Pushed in the clutch, and it showed about 80.
Turned the engine off, then turned the ignition back on without starting, and it showed 99 (the max).
I've never seen 99 on decel, so I'm guessing that the injectors are almost never shut off when the engine is running, if the DIC reads off injector pulse width and vehicle speed as someone stated.
Seems like they inject fuel in proportion to air flow.
