Keeps the coolant from flowing through the throttle body. Not a good idea if you live in a cold climate since the purpose is to prevent icing on the throttle body.
More like 1-2hp gain is probably more like it.

If you have your heart set on doing it, go to Home Depot. Go to the plumbing section. Get a barbed coupler to fit the hose, I think it's 5/16" but make sure, and 2 small hose clamps. It will be the same thing you pay $20 for but you will pay ~$3 for the parts at home depot.
