it is used to tune the air fuel ratio. you will also need to use some kind of diagnostic tool like autotap or ease.
I could be wrong but.....basically it alters the signals comming from the MAF to "fool" the computer into thinking there is more or less air comming into the engine. the computer adjusts the air fuel ratio to compensate.
