I am buying my old Z06 back. It was originally in Minnesota then to texas for a bit before i sold it to a person in California.

I need to know what mods he needed to put on in order to cover the SMOG rules and any emissions rules in order to get it registered and inspection?

I know he mentioned something about smog and I did not think we needed to do anything related to emissions.

What would he had to do to the car for Smog check, what parts were needed and what would that do to performance of the car and horsepower? Also how easy can I take it off when I get it back to Texas?

Assuming you had not modified the car from stock all Z06 are "50 state legal" and require no changes to be registered in CA.

If you modified the car .... say removed the catalytic converters .... he would (should) have returned the car to stock before it could be registered.

Registration requires demonstrating that the car passes a smog test ... any stock Z06 will easily pass the test.

I agree. If he was able to get it registered here, pass smog here, you won't have any issues there at all.
