I have a 2000 Vette. During this Midwest summer heat the car is getting hot when driving in city traffic or sitting at a light. I am talking 240 to to 253 degrees. Once I get up to highway speeds the temp drops back to 190 to 210 degrees. I am suspecting thermostat? Any other ideas?

Aside from the thermostat, its most likely a dirty radiator. Even though the radiator may look clean, tons of dirt accumulates in the vanes that need to be blown out.
It's not the thermostat. If it's stuck closed, you'll get hot at all speeds because the water is not circulating through the radiator. Check your radiators again.
