If you have a stock headlamp setup, there are two possibilities. One is the headlamp switch and the second is the headlamp controller. First guess here is the switch is bad. Are the headlamps actually on, but not up? If so, then its the headlamp controller itself. If they aren't on, then the switch is probably bad.
