I believe the only tool that an individual can get that will allow you to actually modify the PCM programming is "LS1 Edit" which I hear is due out by the end of January. I am saving my pennies...
For monitoring my PCM I use software from "Ease Diagnostics" which you can find at http://www.obd2.com/personal/personal_scantool.htm or from John at nospam. I prefer it to AutoTap which my friend uses. It has a much better user interface than AutoTap.
