No place real special as long as the balancer is not keyed. JUst bolt up the pin block and drill to the right depth. Put som duct tape on the drill bit to limit the depth.

The crank pulley is pressed on and not keyed so likely to spin loose in high-torque applications like supercharging an LS1. To prevent this, a method was devised to simulate a keyed pulley/shaft setup by drilling a hole that spans across the crank snout and pulley and inserting a dowel pin to lock the two together.

Here's a pinning tool with a drill bushing in the collar to guide the drill bit. This is screwed into the crank after the pulley is installed.

Here you can see the dowel pin after insertion. It's at `12 o'clock on the pulley hub/crank interface. The crank bolt is then inserted and torqued in place.
