Default Headlight Problem New Twist

My Son-in-law just picked up a 98 hardtop. He is having the winking headlight problem every time he washing the car ( only one headlight will close). This time neither headlight will move up or down. We have manually cranked the light down with no change. Checked the fuse's, looked for any place the water could cause a problem, nothing obvious. Any suggestions other than Mr. Badwrench. Thanks

Could you be a little clearer about the problem? Winking headlight means the head light(s) continues to move up and down after being shut of, but you said the lights won't move at all?

If they don't move at all it sounds like an electrical problem since you said neither headlight will deplay. Check the relays and connectors.
