Need help reading my VISS

Need help reading my VISS
I'm going over my GM VISS (1998 US 6spd) which has the following entries:
R.O DATE R.O NUMBER TYPE LABOR OPERATION ODOMETER READING
03/23/2006 327614 #
V1409-04006 INSTALL WIRE KIT ONLY- US MANUALS
78788 miles
and further down it has:
04/12/1999 044037 #
E7501-LOCKING PARTS,RACK/SECTOR/LOCK BOLT/ACTUATOR ROD, STEERING
24870 miles
Now, after extensive searching, I understand that the car had the 04006C version done-
I have no way of knowing if the fuel cutoff was flashed into the computer. I've seen other VISS sheets that clearly say "PERFORM REPROGRAM AND FUNCTIONAL TEST" but mine doesn't say that anywhere.
Also, I need help understanding what's happening here b/c I want to know what the service in April of 1999 means.
If anyone can help/decipher what it means, I'd be obliged.
